It refers to Ms Ramla Akhtar, aka Rmala Aalam, criminal use of social media for stalking, defamation, calumnious denunciations, racism, hate speech, call for violences against a local minority and xenophobia.

Re: Complaint for cybercrimes committed by Ms Ramla Akhtar, from Hussaini, against Hunza people and a French traveler
Dear Madam, dear Sir,
In accordance with your recommendation dated July 12, 2020, I respectfully have to submit a complaint to you for cybercrimes committed against Pakistani people and their foreign visitors by an internet user based in Pakistan.
I am a photographer and travel blogger (See articles). I was in Pakistan between July 29,2018 & August 21, 2018 (Visa #VK177218). From May 2019, on Facebook and in private messages, I face endless provocations and racist attacks from Ms Ramla Akhtar, aka Rmala Aalam, manager at BetterBonds shop, Husseini, Gojal, Gilgit Baltistan. With radicalized hate speeches, she promotes violences against the religious and ethnic Wakhi minority. She spreads xenophobia against their foreign visitors (See the report) in order to deprive these remote mountain people from their meager but vital external revenues.
From September 18, 2019, Ms Akhtar stalks me on Twitter (1308 tweets as of 2020/07/25 – see data) with her Twitter accounts #3287184386 & #142457898 (current but frequently changed names: @GruaAbuseArkive, @CopingWithCOVID ). I am called a white-supremacist, a colonialist, a criminal, a French miscreant, a fascist, a nazi, a leftist, a terrorist, a pedophile, a blackmailer, a subversion agent, a murder preparer, a child abductor, etc. After repeated provocations, under decontextualized partial answers, blasphemies, false quotes and blatant lies, I am receiving countless public filth insults. I am being publicly & professionally defamed, impersonated (See the presentation) & doxxed. Pakistani (including Cyber Crime Wing – FIA, see here), French & Russian (!) authorities are spammed with calumnious denunciations about me.
This thread of July 26, with 26 tweets, to @FranceinPak, @cybercrimefia, @ICT_Police, @Chapursan, @PoliceNationale, @PoliceNat44, is a clear demonstration of Ms Akhtar stalking methods, calumnious denunciations, racist allegations and pornographic discourse against some of her targets.
I informed the Paris Pakistani Embassy and the Islamabad French Embassy about the risks created by Ms Akhtar for tourists in Hunza. I filed a complaint in my city High Court for the Public Prosecutor (See the complaint). I filed a report for NetEcoute, the French governmental agency against cyber harassment (See the form). I sent countless reports to Twitter. I sent an unsuccessful Formal Demand Notice to Ms Akhtar (See the notice).
Under the article 12 of the Universal Declaration of Human Rights, I need your help to stop this malevolence.
I can’t conclude without mentioning the need of protection for Sofia, Ms Akhtar’s daughter, who faces child abuses (See testimonies). Moreover, this little girl is at risk because of the suicidal impulses and the mental instability of her mother.
